Why CLI before Python?

Every Python tool, every Git command, every package manager, every deployment script runs in a shell. If you don't understand the environment your code lives in — paths, redirection, processes — you're flying blind. Phase 0 takes four weeks to make the terminal feel like home so that when Phase A starts, the shell is already second nature.
